Reverse Repo Rate Cut 2020 : रिवर्स रेपो रेट क्या है और इसका आम आदमी पर कैसे असर पडता है ?

New Reverse Repo Rate Cut 2020 –

कोरोना प्रभावित अर्थव्यवस्था को गति देने के लिए रिजर्व बैंक ऑफ इंडिया (RBI) के गवर्नर शक्तिकांत दास ने शुक्रवार को कई बड़े फैसलों का ऐलान किया। सिस्टम में नकदी बढ़ाने से लेकर रिवर्स रेपो रेट में एक महीने के भीतर दूसरी बार कटौती की गई है।

कोविड-19 महामारी के बढ़ते प्रभावों से मुकाबला करने के लिए RBI ने बैंकों की रिवर्स रेपो दर में 0.25 प्रतिशत कटौती कर दी है। Reverse Repo Rate को तत्काल प्रभाव से 0.25 प्रतिशत घटाकर 3.75 प्रतिशत कर दिया गया है।  Repo Rate को बरकरार रखा गया है।

रिवर्स रेपो रेट क्या है? (What is Reverse Repo Rate)

दिनभर के कामकाज के बाद बैंकों के पास जो रकम रकम बच जाती है उसे भारतीय रिजर्व बैंक में रख देते हैं। इस रकम पर रिजर्व बैंक उन्हें ब्याज देता है। भारतीय रिजर्व बैंक इस रकम पर जिस दर से बैंकों को ब्याज देता है, उसे रिवर्स रेपो रेट (Reverse Repo Rate) कहा जाता है।

Definition: Reverse Repo Rate is the rate at which the Reserve Bank of India (RBI) borrows money from commercial banks within the India. It is a monetary policy instrument which can be used to control the money supply in the India.

क्या फायदा है रिवर्स रेपो रेट में कटौती का ? (What is the benefit of Reverse Repo Rate reduction?)

Reverse Repo Rate (रिवर्स रेपो रेट) में कमी का मतलब है कि बैंकों को अपना अतिरिक्त पैसा रिजर्व बैंक के पास जमा कराने पर कम ब्याज मिलेगा। बैंक अपनी नकदी को रिजर्व बैंक के पास रखने को कम इच्छुक होंगे। इससे उनके पास नकदी की उपलब्धता बढ़ेगी। बैंक अर्थव्यवस्था के उत्पादक क्षेत्रों को अधिक कर्ज देने को प्रोत्साहित होंगे। बैंक अपने अतिरिक्त धन को रिजर्व बैंक के पास जमा कराने की बजाय लोन में बांटकर अधिक ब्याज कमाने पर जोर देंगे। बैंक लोन पर ब्याज दरों में कटौती भी कर सकते हैं।

The reduction in reverse repo rate means that banks will get less interest on depositing their excess money with the Reserve Bank. Banks will be less willing to hold their cash with the Reserve Bank immediately. This will increase the availability of cash with them. Banks will be encouraged to lend more to the productive sectors of the economy. Banks will insist on earning more interest by distributing loans instead of depositing their surplus money with the Reserve Bank. Banks can cut interest rates on loans.

Fix Diposit (FD) पर ब्याज दरों में कटौती हो सकती है (There may be a cut in interest rates on FD)

RBI की ओर से घोषित कदमों से बैंकों में जमा राशि पर ब्याज दरों में कमी का दबाव बनेगा। जानकारों के मुताबिक, बैंक एक बार फिर जमा और एफडी पर ब्याज दरों में कटौती कर सकते हैं। पहले ही बैंक जमा पर ब्याज दरों में काफी कटौती कर चुके हैं।

रिजर्व बैंक देगा एनबीएफसी को मदद (Reserve Bank will help NBFCs)

आरबीआई गवर्नर ने कहा कि सरकारी व्यय बढ़ने और RBI द्वारा नकदी बढ़ाने के लिए किए गए विभिन्न उपायों से बैंकिंग प्रणाली में अधिशेष तरलता बढ़ी है। केंद्रीय बैंक इसके साथ ही लक्षित दीर्घकालिक रेपो परिचालन (TLTRO) के जरिए अतिरिक्त 50,000 करोड़ रुपये की राशि आर्थिक तंत्र में उपलब्ध कराएगा। यह काम किस्तों में किया जाएगा।

उन्होंने कहा, ”TLTRO 2.0″ के तहत बैंकों में प्राप्त धनराशि को निवेश श्रेणी के बांड, वाणिज्यिक पत्रों और गैर बैंकिंग वित्तीय कंपनियों (NBFC) के गैर परिवर्तनीय ऋण पत्रों में निवेश किया जाना चाहिए, जिसमें कुल प्राप्त धनराशि में से कम से कम 50 प्रतिशत छोटे और मझोले आकार के एनबीएफसी और सूक्ष्म वित्त संस्थानों (MFI) को मिलना चाहिए।

The RBI governor said that surplus liquidity in the banking system was increased by various measures taken to increase government expenditure and to increase cash by RBI. The central bank will also provide an additional Rs 50,000 crore to the financial system through targeted long-term repo operations (TLTRO). This work will be done in installments.

He said, funds received in banks under “TLTRO 2.0” should be invested in investment-class bonds, commercial papers and non-convertible debentures of non-banking financial companies (NBFCs), with at least 50 percent of the total received. And medium-sized NBFCs and microfinance institutions (MFIs) should meet.

राज्यों के लिए 60 फीसदी तक अग्रिम सुविधा (Up to 60% advance facility for states)

दास ने राज्यों पर खर्च के बढ़ते दबाव को देखते हुए उनके लिए अग्रिम की सुविधा को 60 प्रतिशत तक बढ़ा दिया है। इससे राज्यों को इस कठिन समय में संसाधन उपलब्ध कराने में मदद मिलेगी। अभी तक इसके लिए 30 प्रतिशत की सीमा थी।  रिजर्व बैंक ने राज्यों के उनके खर्चों के लिए अग्रिम की सीमा को 31 मार्च 2020 की स्थिति के ऊपर बढ़ाते हुए उन्हें 1 अप्रैल से 30 सितंबर 2020 तक बढ़ी हुई 60 प्रतिशत की सुविधा प्रदान की है।

ढहाई जा सकती है तब्लीगी जमात के मरकज की बिल्डिंग : दिल्ली निजामुद्दीन मरकज

दक्षिणी दिल्ली स्थित निजामुद्दीन स्थित तब्लीगी जमात के मरकज का निर्माण नियमों को ताक पर रखकर तो कराया ही गया है। जिस जमीन पर मरकज बना है, उसके मालिकाना हक से जुड़े कागजात भी दक्षिण दिल्ली नगर निगम (South Delhi Municipal Corporation) के पास नहीं हैं। स्थानीय लोगों ने इसके अवैध निर्माण की बार-बार शिकायत भी की, लेकिन न तो निगम ने कोई कार्रवाई की और न ही पुलिस या अन्य किसी विभाग ने इस पर ध्यान दिया।

मदरसा तोडकर बनाया था मरकज : दिल्ली निजामुद्दीन मरकज

क्षेत्र के पुराने जानकार बताते हैं कि जहां मरकज बना हुआ है, वहां पहले एक छोटा सा मदरसा होता था। मदरसा भी नाममात्र जगह में ही था। यहां क्षेत्र के ही कुछ लोग नमाज पढ़ने आते थे। लेकिन वर्ष- 1992 में मदरसे को तोड़कर बिल्डिंग बना दी गई। उस वक्त मदरसे के नाम से इस बिल्डिंग का ढाई मंजिल का नक्शा पास किया गया था। लेकिन इन लोगों ने मनमाने तरीके से दो मंजिल का बेसमेंट और सात मंजिल की बिल्डिंग बना दी।

ASI ने भी की अवैध निर्माण की अनदेखी

भारतीय पुरातत्व सर्वेक्षण विभाग (ASI) की बिल्डिंग मरकज के पास ही स्थित है। स्थानीय लोगों का कहना है कि एएसआइ के अधिकारियों से भी इस संबंध में शिकायत की गई, लेकिन अफसरों ने इस ओर ध्यान नहीं दिया। इसके बावजूद यहां अवैध रूप से इतनी ऊंचाई की निर्माण करा लिया गया, जो कि एएसआइ के नियमों के अनदेखी है।

दिल्ली निजामुद्दीन मरकज ने निगम को नहीं सौंपे मालिकाना हक के दस्तावेज

घनी आबादी में बनी इस बिल्डिंग में आग से सुरक्षा के भी कोई इंतजाम नहीं है और न ही कभी अग्निशमन विभाग से एनओसी ली गई है। निगम अधिकारियों ने मरकज के प्रबंधकों से कई बार इस जगह के मालिकाना हक के दस्तावेज मांगे, लेकिन दस्तावेज नहीं दिए गए। ऐसे में निगम के अधिकारी अब आशंका जता रहे हैं कि जमीन पर अवैध रूप से कब्जा करके बिल्डिंग बनाई गई है।

अलाहुक के नाम पर आता है दिल्ली निजामुद्दीन मरकज के बिजली-पानी का बिल

इस बिल्डिंग में बिजली-पानी का कनेक्शन अलाहुक नाम के व्यक्ति के नाम से है। बिल्डिंग इंस्टीट्यूशनल कैटेगरी में है। अभी तक इसका हाउस टैक्स भी नहीं दिया गया है। इसलिए बी कैटेगरी के हिसाब से हाउस टैक्स व प्रॉपर्टी टैक्स की गणना का काम शुरू कर दिया गया है। अधिकारी ने बताया कि बी कैटेगरी के हिसाब से लाखों रुपये का हाउस टैक्स का बकाया निकल सकता है।

फिलहाल सील है निजामुद्दीन मरकज की पूरी इमारत

दक्षिणी दिल्ली नगर निगम की स्टैंडिंग कमेटी के डिप्टी चेयरमैन राजपाल सिंह ने बताया कि बिल्डिंग को सील कर दिया गया है। अब इसे ढहाने की कार्रवाई के लिए फाइल तैयार की जा रही है। उन्होंने बताया कि बिल्डिंग का निर्माण पूरी तरह से अवैध है। इसका न तो प्रॉपर्टी टैक्स जमा हो रहा था और न ही हाउस टैक्स।

दिल्ली निजामुद्दीन मरकज के मारे में स्थानीय लोगाें का क्या कहना है ?

स्थानीय लोगों ने बताया कि इस अवैध निर्माण की शिकायत गृह मंत्रालय व उपराज्यपाल से लेकर निगम तक से की गई, लेकिन कोई कार्रवाई नहीं की गई। मरकज प्रबंधक लगातार अवैध निर्माण करते रहे। रिहायशी इलाके में मरकज की इमारत करीब 2000 गज में बनी है। नियमानुसार इसकी ऊंचाई 15 मीटर से अधिक नहीं होनी चाहिए लेकिन यह करीब 25 मीटर ऊंची है।

Corona Kavach COVID19 tracking app recently made its entry as part of the Indian Government’s contribution to the ongoing Coronavirus crisis in the country. Soon after, another COVID19 tracking app “Aarogya Setu” was released, creating confusion as to which one to choose from. However, all the confusion and the dilemma have finally been put to rest as the Indian Government has officially replaced the Corona Kavach app by the Aarogya Setu Coronavirus tracker.

Aarogya App का उपयोग कैसे करें ?

ऐप इन्फॉर्मेंशन पेज में जाकर रजिस्टर नाउ पर टैप करें।

ये आपसे GPS और ब्लूटूथ के लिए परमिशन मांगेगा। आप परमिशन ग्रांट करके आगे बढ़ें।

अगले पेज पर आपको अपना मोबाइल नंबर दर्ज करने का ऑप्शन मिलेगा।

मोबाइल नंबर दर्ज करने के बाद आपके पास OTP आएगा। जिसे दर्ज करके आप आगे बढ़ सकते हैं।

आगे बढ़ते ही ये आपको हरे या पीले रंग के जरिए आपका रिस्क लेवल दर्ज करेगा। अगर, आप सेफ हैं तो ये हरे रंग में दर्ज होगा। अगर, पीला रंग शो होता है तो आप रिस्क में हैं और आपको हेल्पलाइन पर संपर्क करना होगा।
