BPSC Mineral Development Officer MDO Notification 2020: The Bihar Public Service Commission (BPSC) has released a notification to fill the vacant posts of Mineral Development Officer (MDO) in the Mines and Geology of the Government of Bihar. The total number of vacancies is 20. The registration for BPSC खनिज विकास पदाधिकारियों or MDO begins from May 4th, 2020.

The BPSC issued advertisement notification for the mineral development officer on 22nd April. However, the process of online application for these posts has not been started yet. To apply, candidates must first register. Online registrations can be made from May 4 to May 18, 2020.

क्या है धारा 370 जो जम्मू-कश्मीर के नागरिकों को अन्य भारतीयों से अलग अधिकार देती है
क्या है धारा 370 – भारतीय संविधान की धारा 370 जम्मू-कश्मीर राज्य को विशेष दर्जा प्रदान करती है। धारा 370 भारतीय संविधान का एक विशेष अनुच्छेद यानी धारा है, जो जम्मू-कश्मीर को भारत में अन्य राज्यों के मुकाबले विशेष अधिकार प्रदान करती है। भारतीय संविधान में अस्थायी, संक्रमणकालीन और विशेष उपबन्ध सम्बन्धी भाग 21 का अनुच्छेद 370 जवाहरलाल नेहरू के विशेष हस्तक्षेप से तैयार किया गया था।	कैसे हुआ भारत में विलय – 1947 में विभाजन के समय जब जम्मू-कश्मीर को भारतीय संघ में शामिल करने की प्रक्रिया शुरू हुई तब जम्मू-कश्मीर के राजा हरिसिंह स्वतंत्र रहना चाहते थे। इसी दौरान तभी पाकिस्तान समर्थित कबिलाइयों ने वहां आक्रमण कर दिया जिसके बाद बाद उन्होंने भारत में विलय के लिए सहमति दी।
कैसे बनी थी धारा 370 उस समय की आपातकालीन स्थिति के मद्देनजर कश्मीर का भारत में विलय करने की संवैधानिक प्रक्रिया पूरी करने का समय नहीं था। इसलिए संघीय संविधान सभा में गोपालस्वामी आयंगर ने धारा 306-ए का प्रारूप पेश किया। यही बाद में धारा 370 बनी। जिसके तहत जम्मू-कश्मीर को अन्य राज्यों से अलग अधिकार मिले हैं।	– 1951 में राज्य को संविधान सभा को अलग से बुलाने की अनुमति दी गई। – नवंबर 1956 में राज्य के संविधान का कार्य पूरा हुआ। 26 जनवरी 1957 को राज्य में विशेष संविधान लागू कर दिया गया।
जम्मू कश्मीर के पास क्या विशेष अधिकार हैं – धारा 370 के प्रावधानों के मुताबिक संसद को जम्मू-कश्मीर के बारे में रक्षा, विदेश मामले और संचार के विषय में कानून बनाने का अधिकार है। – किसी अन्य विषय से संबंधित कानून को लागू करवाने के लिए केंद्र को राज्य सरकार की सहमति लेनी पड़ती है। – इसी विशेष दर्जे के कारण जम्मू-कश्मीर राज्य पर संविधान की धारा 356 लागू नहीं होती। राष्ट्रपति के पास राज्य के संविधान को बर्खास्त करने का अधिकार नहीं है। – 1976 का शहरी भूमि कानून भी जम्मू-कश्मीर पर लागू नहीं होता। – भारत के अन्य राज्यों के लोग जम्मू-कश्मीर में जमीन नहीं खरीद सकते हैं। धारा 370 के तहत भारतीय नागरिक को विशेष अधिकार प्राप्त राज्यों के अलावा भारत में कहीं भी भूमि खरीदने का अधिकार है। – भारतीय संविधान की धारा 360 यानी देश में वित्तीय आपातकाल लगाने वाला प्रावधान जम्मू-कश्मीर पर लागू नहीं होता. जम्मू-कश्मीर का भारत में विलय करना उस वक्त की बड़ी जरूरत थी। इस कार्य को पूरा करने के लिए जम्मू-कश्मीर की जनता को उस समय धारा 370 के तहत कुछ विशेष अधिकार दिए गए थे। इसी की वजह से यह राज्य भारत के अन्य राज्यों से अलग है। धारा 370 की बड़ी बातें – जम्मू-कश्मीर का झंडा अलग होता है। – जम्मू-कश्मीर के नागरिकों के पास दोहरी नागरिकता होती है। – जम्मू-कश्मीर में भारत के राष्ट्रध्वज या राष्ट्रीय प्रतीकों का अपमान अपराध नहीं है। यहां भारत की सर्वोच्च अदालत के आदेश मान्य नहीं होते। – जम्मू-कश्मीर की कोई महिला यदि भारत के किसी अन्य राज्य के व्यक्ति से शादी कर ले तो उस महिला की जम्मू-कश्मीर की नागरिकता खत्म हो जाएगी। – यदि कोई कश्मीरी महिला पाकिस्तान के किसी व्यक्ति से शादी करती है, तो उसके पति को भी जम्मू-कश्मीर की नागरिकता मिल जाती है। – धारा 370 के कारण कश्मीर में रहने वाले पाकिस्तानियों को भी भारतीय नागरिकता मिल जाती है। – जम्मू-कश्मीर में बाहर के लोग जमीन नहीं खरीद सकते हैं। – जम्मू-कश्मीर की विधानसभा का कार्यकाल 6 साल होता है। जबकि भारत के अन्य राज्यों की विधानसभाओं का कार्यकाल 5 साल होता है। – भारत की संसद जम्मू-कश्मीर के संबंध में बहुत ही सीमित दायरे में कानून बना सकती है। – जम्मू-कश्मीर में महिलाओं पर शरियत कानून लागू है। – जम्मू-कश्मीर में पंचायत के पास कोई अधिकार नहीं है। – धारा 370 के कारण जम्मू-कश्मीर में सूचना का अधिकार (आरटीआई) लागू नहीं होता। – जम्मू-कश्मीर में शिक्षा का अधिकार (आरटीई) लागू नहीं होता है। यहां सीएजी (CAG) भी लागू नहीं है। – जम्मू-कश्मीर में काम करने वाले चपरासी को आज भी ढाई हजार रूपये ही बतौर वेतन मिलते हैं। – कश्मीर में अल्पसंख्यक हिन्दूओं और सिखों को 16 फीसदी आरक्षण नहीं मिलता है।

क्या है पूरी धारा अनुच्छेद 35A से जम्मू-कश्मीर सरकार और वहां की विधानसभा को स्थायी निवासी की परिभाषा तय करने का अधिकार मिलता है. इसका मतलब है कि राज्य सरकार को ये अधिकार है कि वो आजादी के वक्त दूसरी जगहों से आए शरणार्थियों और अन्य भारतीय नागरिकों को जम्मू-कश्मीर में किस तरह की सहूलियतें दे अथवा नहीं दे.	कब लगाई गई थी   14 मई 1954 को तत्कालीन राष्ट्रपति डॉ. राजेंद्र प्रसाद ने एक आदेश पारित किया था. इस आदेश के जरिए भारत के संविधान में एक नया अनुच्छेद 35A जोड़ दिया गया.
	नहीं खरीद सकते जमीन बहुत कम लोगों को पता है कि अनुच्छेद 35A, धारा 370 का ही हिस्सा है. इस धारा की वजह से कोई भी दूसरे राज्य का नागरिक जम्मू-कश्मीर में ना तो संपत्ति खरीद सकता है और ना ही वहां का स्थायी नागरिक बनकर रह सकता है.
जम्‍मू-कश्‍मीर का संविधान 1956 में जम्मू कश्मीर का संविधान बनाया गया था. इसमें स्थायी नागरिकता को परिभाषित किया गया है. इस संविधान के मुताबिक स्थायी नागरिक वो व्यक्ति है जो 14 मई 1954 को राज्य का नागरिक रहा हो या फिर उससे पहले के 10 वर्षों से राज्य में रह रहा हो. साथ ही उसने वहां संपत्ति हासिल की हो
	लड़कियों के अधिकार अनुच्छेद 35A के मुताबिक अगर जम्मू-कश्मीर की कोई लड़की किसी बाहर के लड़के से शादी कर लेती है तो उसके सारे अधिकार खत्म हो जाते हैं. साथ ही उसके बच्चों के अधिकार भी खत्म हो जाते हैं.
